شارك الدكتور محمد سلطان محافظ الإسكندرية صباح اليوم في أعمال المؤتمر الأول حول ” الإدارة المحلية بين الحوكمة ومكافحة الفساد”، بحضور الدكتور هشام الشريف وزير التنمية المحلية، والدكتورة هالة السعيد وزيرة التخطيط، والمستشار حسام عبد الرحيم وزير العدل، والمستشار عمر مروان وزير شؤون مجلس النواب، وينظم المؤتمر تحت رعاية وزارة التنمية المحلية، وتستغرق أعماله يومًا واحدًا بمقر مركز إعداد القادة بالعجوزة، وذلك في إطار تطبيق الاستراتيجية الوطنية لمكافحة الفساد.

وفي كلمة الدكتور محمد سلطان؛ أكد خلالها علي أهمية التنسيق ما بين الأطراف المعنية بمكافحة الفساد والحوكمة، والعمل معا كفريق عمل واحد من أجل ترسيخ الحوكمة واصلاح النظام الادراي، وتنمية الوعي ودعم ثقة المواطن بالحكومة بواسطة الأداء المتميز للخدمات.

وقام المحافظ بتقديم دراسة عن ظاهرة البناء المخالف بالمحافظة وأساليب التصدي لها والمعوقات التي تواجه الأجهزة التنفيذية في تنفيذ قرارات الإزالة، وكشف خلالها عن وجود ٤٨ ألف مبنى مخالف بأحياء المحافظة، لافتا إلى صدور ١٣٩ ألف قرار إزالة صادر لهذه العقارات منذ عام ٢٠٠٦ حتى عام ٢٠١٧.

وأضاف المحافظ أن هناك صعوبة في تنفيذ قرارات الإزالة تعود لعدة أسباب منها ضعف الإمكانيات لدى المحليات والمحافظة لتنفيذ أعمال الهدم، وكذلك تأخير الدراسات الأمنية وتوصيل المرافق لمثل هذه المباني التي تصعب عملية الإزالة، ووجود إشغالات وهمية لتلك الوحدات المخالفة وأيضا إنتشار ظاهرة الكاحول.

واقترح المحافظ أن يتم توفيق أوضاع المباني المخالفة نظرا لما تهدره على الدولة من نفقات في عمليات هدمها، وذلك بأن يتم التنازل عن ٥٠ ٪ من عدد الوحدات المخالفة سواء نقدا أو عينيا، بشرط أن يتم معاينة تلك المباني هندسيا والتأكد من سلامة بنائها وعدم تأثيرها علي المرافق العامة أو مصلحة المواطنين والصالح العام.

هذا وخلال المؤتمر؛ كرم المحافظ برفقه وزير التنمية المحلية اللواء أحمد بسيوني رئيس حي العامرية أول، والأستاذ علاء يوسف رئيس حي العجمي، واللواء عادل سلامة رئيس حي المنتزة ثاني، وذلك ضمن رؤساء الأحياء المميزين تقديرا لمجهوداتهم المبذولة فى أعمال التطوير بأحيائهم والتفاعل المستمر مع الجماهير لحل مشكلاتهم.

من جانبهم؛ أكد المشاركون في أعمال مؤتمر “الإدارة المحلية بين الحوكمة ومكافحة الفساد” ضرورة مكافحة الفساد وترسيخ نظام اللامركزية من خلال تكامل أدوار الأطراف الفاعلة وتبسيط عملية تقديم الخدمات إلكترونيا للمواطنين، وتطبيق المبادىء والمعايير العالمية في مكافحة الفساد وتحديد السياسات الواجب اتباعها وتنفيذها وفق جدول وخطط محددة زمنيا.

حضر المؤتمر رؤساء عدد من الأجهزة الرقابية، ومحافظو قنا والمنوفية والقليوبية والقاهرة والجيزة والفيوم، والمهندس أحمد السجيني رئيس لجنة الإدارة المحلية بمجلس النواب.

Dr. Mohamed Sultan, Governor of Alexandria, participated in the first conference on “Local Governance between Corruption and Governance” in the presence of Dr. Hisham Al-Sharif, Minister of Local Development, Dr. Hala Al-Saeed, Minister of Planning, Advisor Hossam Abdul Rahim, Minister of Justice, The conference is organized under the auspices of the Ministry of Local Development and will last for one day at the headquarters of the Center for the Development of Leaders in Agouza, within the framework of the implementation of the national strategy against corruption.
Dr. Mohammed Sultan emphasized the importance of coordination between the parties concerned in fighting corruption and governance and working together as a team to consolidate governance and reform the administrative system, and to develop awareness and support citizens’ confidence in government through the outstanding performance of services.
The governor presented a study on the phenomenon of the building in violation of the governorate and ways to address it and the obstacles faced by the executive bodies in the implementation of the decisions of the removal, and revealed the existence of 48 thousand buildings contrary to the neighborhoods of the province, pointing out the issuance of 139 thousand resolution of the removal of these properties since 2006 to 2017.
The Governor added that it is difficult to implement the removal decisions due to several reasons, including the weakness of the local and the governorate to carry out the demolition work, as well as the delay of security studies and the delivery of facilities to such buildings that make the removal process difficult.
The Governor suggested that the situation of the infringing buildings should be reconciled in view of the waste of the expenses incurred by the State in demolishing it. 50% of the number of units will be waived, whether in cash or in kind, provided that the buildings are inspected in an engineering manner, Public interest or the interest of citizens and the public interest.
During the conference, the Governor honored the Minister of Local Development, Major General Ahmed Bassiouni, President of Al-Amriya District, Mr. Alaa Yousif, Head of Agami District, and Maj. Adel Salameh, President of Al-Montazah Second District, in recognition of their efforts in the development of their neighborhoods and the continuous interaction with the masses. Their problems.
The participants in the conference, “Local Governance and Anti-Corruption”, stressed the need to fight corruption and consolidate decentralization by integrating the roles of the actors, simplifying the process of providing services electronically to citizens, applying international principles and standards in the fight against corruption and determining the policies to be followed and implemented according to schedule and plans. Time-bound.
The conference was attended by heads of a number of regulatory bodies, the governors of Qena, Menoufia, Qalioubia, Cairo, Giza and Fayoum, and Ahmed El Sejini, chairman of the local administration committee in the House of Representatives.
